The Commerce Court 3 master plan aims to transform this historic Commerce Court property at 191 Bay Street in the heart of Toronto's Financial District and develop a new, 64-storey mixed-use office building at the southeast corner of the site. The new East Tower ("CC3") will add approximately 1.8 million square feet of first-rate office space to the downtown core, substantially strengthening the city's employment base and supporting thousands of jobs within Toronto. CC3 will be directly connected to the city's underground PATH network and nearby rapid transit services in an area with significant pedestrian traffic, existing retail, and office development.

The site is distinguished by its rich history and heritage significance. This plan aims to reinstate the view corridors, access and site permeability envisioned by I.M. Pei while retaining key heritage elements including Commerce Court North—a 34-storey tower constructed in 1931—Commerce Court West, a 57-storey tower completed in 1972, and 56 Yonge Street, originally built as the Hotel Mossop in 1909.
The central courtyard fountain will be retained and shifted slightly northwest to preserve its alignment and proportionality with the surrounding buildings on the site.



The 64-storey tower and atrium will replace two smaller buildings on the site and enhance connections between the existing buildings and the surrounding neighbourhood, including links to the city’s underground PATH network. Prominently located in the core of Toronto’s Financial District, this redevelopment project will intensify the site and significantly improve the existing landscape and streetscape.


A key component of the Commerce Court redevelopment plan is the creation of a new atrium building, the "Pavilion," which will establish a landmark gathering place in the heart of the Financial District, while significantly enhancing the quality of the public realm and redefining the identity of this iconic site.






Envisioned as a culinary and cultural hub, the Pavilion will feature rotating art installations and exceptional cuisine, serving office workers and attracting visitors to the site.




Rising 64 storeys, the tower will be among Canada’s tallest office buildings. Replacing the existing South and East buildings, the new East Tower will introduce 3.76 million square feet of much-needed commercial space to the block, while seamlessly integrating with the existing buildings and preserving heritage elements on the site.
